Governors State University is seeking to hire a Health Director to direct nutrition, safety, health, and dental components for all grants and licensing for the Family Development Center. And function as a collaborative member of the Family Development Center team to provide comprehensive services in accordance with all regulations and program requirements, including Head Start Performance Standards, Illinois State Board of Education Prevention Initiative and Preschool for All Expansion, Department of Child and Family Services Child Care Regulations, ExceleRate, and National Association for the Education of Young Children accreditation standards.

Essential Responsibilities

  • Manages, directs, and oversees all program activities within health, safety, and nutrition areas, and collaborates with staff and management team in providing high-quality comprehensive services. Stays abreast of and complies with all updated rules, regulations, and standards for same.
  • Assures that DCFS Infant toddler nurse visits take place monthly for Early Head Start programs and twice a year for Preschool programs.
  • Directs and assures all evacuation/ safety drills take place monthly (fire) and two during the tornado season (March-October). Implements lock down drills as scheduled. In collaboration with the Executive Director and Administrative team, reviews and updates
  • Risk Management and Standing Emergency Operating Procedures.
  • Participates as an active member of Governors State University’s Emergency Response Team and acts as back up to the Executive Director. Complies with all trainings and understands how to use all emergency communication applications and programs.
  • Evaluates the nutritional status, feeding problems, and/or nutritional needs of children.
  • Plans the menu and ensures USDA and CACFP requirements are met.
  • Ensures food restrictions and medical conditions are properly documented and communication is shared to those involved with the daily care of the children.
  • Understands the Child, Adult Care Food Program and provides training to all staff (including new staff) annually. Ensures proper record keeping, monitors the budget involving food service and tracks annual required documentation, including the annual food vendor contract and application, and submits all reports.
  • Evaluates the health status of children enrolled by reviewing health documents and coordinating necessary documentation and communication with staff and parents.
  • Monitors health and safety practices in classrooms and playgrounds.
  • Designs, directs and implements systems to assure all children enrolled in FDC programs
  • receive full range of health, nutrition and dental services. Directs overall area goals which are to be measured and reported monthly:
  • Ninety-five percent (95%) of children will be up to date on all immunizations as required by Illinois law.

  • Ninety-five percent (95%) of Early Head Start children will be up to date on a schedule of well child visits according to the Illinois EPSDT.

  • Ninety percent (90%) of children enrolled in the Family Development Center (non EHS) programs will be up to date on Illinois EPSDT requirements.

  • One hundred percent (100%) of enrolled children and pregnant women will have health insurance. Children/women who do not have health insurance are assisted in obtaining insurance within 30 days of enrollment.

  • One hundred percent (100%) of children with treatable conditions will be identified and receive treatment within 90 days of identification.

  • Illnesses of children and adults working at the FDC will be tracked and analyzed for patterns and reportable conditions.

  • Ninety-five percent (95%) of enrolled children will have a medical and dental (age 24 months and above) home.

  • One hundred percent of enrolled pregnant women will receive all required components of the FDC Prenatal program.

  • One hundred percent of Early Head Start children will receive required sensory screenings within 45 calendar days of enrollment.

  • One hundred percent of children needing follow-up treatment will receive said treatment.

  • One hundred percent of families that need assistance in receiving treatment for their children or finding any type of health, mental health, or other health-related services will receive a referral and or information within five (5) business days.

  • Monitors services to prenatal participants enrolled in the Early Head Start program.
  • Provides direction and leadership in a team environment, including recruiting, selecting, orienting, training, coaching, counseling, evaluating, and disciplining staff. Manages and directs several employees, including the cook and the cook’s helper. Responsible for the overall direction, coordination, and oversight of the evaluation of these employees.
  • Trains new staff on health, safety, and nutrition topics, including medical-related treatments, considerations, and disabilities.
  • Actively participates with the management team by attending program-planning meetings, ensuring systems are in place for the implementation of program activities.
  • Manages and directs program area budget, including developing and directing the spending of budget. Manages and directs budget goals.
  • Manages and understands the child data entry system. Provides necessary trainings to staff to properly input and track health, nutrition and safety information.
  • Maintains connections with health and mental health-related organizations in service areas, as well as other community services. Coordinates and leads the Health and Mental Health Advisory Committee.
  • Advocates for families; obtains and maintains service agreements; develops new partnerships to benefit Family Development Center and Early Head Start families.
  • Acts as Assistant Director in the absence of the Director if qualified. Assists with covering breaks for staff absences in the kitchen, front desk, or classrooms and other times to meet the needs of the program.
  • Assists with recruitment efforts as assigned.

  • Tracks and assures that all staff are current on required physical exams and TB/immunization testing.
  • Tracks and assures all staff are up to date on CPR, AED and First Aid training to comply with NAEYC accreditation requirements. Provides training or resources to staff to assure all stay within compliance and training never lapses.
  • Manages Staff Wellness Committee initiative events and information programs.
  • Tracks inventory and orders health, oral health, and first aid supplies.
  • Coordinate placement of GovState PT/OT students into classrooms. Ensures all student
  • physicals and in-kind forms are complete

  • Completes all required documentation and reports and submit on time.
  • Compliance with regulatory health requirements, a pre employment physical and lift test, proof of MMR and DTAP immunization and initial TB test, and annual physical exam.
  • Achieves 20 clock hours annually of Gateways Approved Training as well as all DCFS required training
  • Adheres to all plans, policies, and procedures of Governors State University and Family
  • Development Center, including all licensing, grant, and accreditation standards.
  • Attends all other related meetings and trainings as requested.

Required and Preferred Qualifications

Minimum Requirements: 

  1. Bachelor’s degree with coursework equivalent to a major (minimum of 30 semester hours) in nursing, early childhood education, or another health-related field.
  2. At least five years of supervisory experience.
  3. Experience with the Head Start Program.
  4. Experience working with low-income children and families.
  5. Demonstrated knowledge of nutrition and basic food service operations.
Note: Master’s Degree in an area consistent with the duties of the position may be substituted for one (1) year of work experience

Preferred Requirements:
  • Master’s degree with coursework equivalent to a major (minimum of 30 semester hours) in nursing, early childhood, or a health-related field.
  • Nursing certification or license.
  • Five years of experience working in a Head Start Program.
  • Successful job history with progressively increasing responsibility
