Job Description and Duties

The System Of Care (SOC) Branch is responsible for the development, implementation and oversight of congregate care reform as required by Assembly Bill (AB) 403 (Chapter 773, Statutes of 2015). The SOC Branch develops new programs, policies and regulations to ensure improved outcomes for children and families across the continuum of placement settings. The Policy & Technical Assistance Section is responsible for promoting the authentic engagement of internal and external stakeholders throughout the implementation of the continuum of care. In addition, the section develops, implements and monitors programs and procedures for foster youth in congregate care, as well as ensures that the policies and procedures promote the transition of these children and

young adults from congregate care into nurturing and permanent families. The SOC Branch, Intensive Technical Assistance Unit is seeking individuals who are passionate about change, have the ability to analyze an make recommendations based on data, and who enjoy a fast paced fluid work environment.

Under the direction of the Staff Services Manager I, the Associate Governmental Program Analyst(AGPA) will work closely with specialist level staff to ensure that counties have access to resources, including Technical Assistance, to support youth with unmet complex needs. The AGPA will conduct research and analysis, work independently, have an analytical mind and a solutions-oriented

perspective. The AGPA will also possess relationship skills to collaborate with both internal and external stakeholders.

Working Conditions

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80. 

This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Social Services policies.

  • Demonstrated ability to manage multiple projects with competing deadlines.
